These Terms & Conditions ("Terms") govern your access to and use of the phlar website located at https://phlar.net, including all associated games, features, promotions, and services offered under the phlar brand (collectively, the "Platform"). phlar is an online casino and sports betting platform serving Filipino players across the Philippines, including Metro Manila, Cebu, Davao, Quezon City, and the broader archipelago.

By registering an account, making a deposit, placing a wager, or otherwise using the Platform in any capacity, you acknowledge that you have read these Terms in full, that you understand them, and that you consent to be legally bound by them. phlar reserves the right to request documentary evidence of eligibility at any time, including but not limited to a government-issued Philippine ID, passport, driver's licence, or utility bill for address verification. Failure to provide satisfactory documentation within a reasonable timeframe may result in Account suspension and withholding of withdrawals pending review.

Each individual is permitted to hold only one (1) phlar Account. The creation of duplicate or multiple accounts by the same person — whether using different names, email addresses, payment methods, or devices — is strictly prohibited and may result in the suspension of all associated accounts and forfeiture of all balances.

When registering your phlar Account, you agree to provide accurate, complete, and current information. You must promptly update your Account information if any of your details change. phlar is not liable for any losses resulting from your failure to maintain accurate account information.

You are responsible for maintaining the confidentiality of your username and password. You agree not to share your login credentials with any third party. All actions taken under your Account are your sole responsibility, regardless of whether those actions were authorised by you. phlar reserves the right to refuse Account registration or to close an existing Account at its discretion, including without prior notice, where phlar determines that continued access is contrary to these Terms or applicable law.

All deposits and transactions on phlar are denominated in Philippine Peso (PHP / ₱). phlar accepts deposits via the following payment channels: GCash, PayMaya, BPI, BDO, and Metrobank bank transfer. Additional payment methods may be added or removed at phlar's discretion from time to time.

You may only deposit funds from a payment source that is registered in your own name. Deposits from third-party accounts, credit facilities, or borrowed funds are not permitted. phlar reserves the right to return deposits and suspend an Account where the source of funds cannot be verified.

• Minimum deposit amounts and maximum transaction limits are published in the phlar cashier section and are subject to change.
• Deposits are generally credited to your Account instantly. phlar is not responsible for delays attributable to GCash, PayMaya, or any Philippine banking partner.
• phlar does not charge deposit fees, though your payment provider may apply their own transaction charges.
• All deposit transactions are subject to phlar's anti-money laundering (AML) screening procedures.

You may request a withdrawal of your Real Money Balance at any time, subject to the following conditions being met:

• Your identity has been successfully verified by phlar's KYC (Know Your Customer) process.
• No active fraud investigation or account review is in progress.
• Any applicable wagering requirements attached to active bonus funds have been fully satisfied prior to the withdrawal request.

All promotions are subject to the specific terms attached to each offer, which will be published alongside the promotion. In the event of a conflict between a specific promotion's terms and these Terms, the specific promotion terms shall prevail.

General bonus conditions applicable across all phlar promotions include:

• Bonuses are available to eligible account holders only and may be restricted based on geographic location, payment method, or account status.
• Each promotion may be claimed once per Account, per household, per device, and per IP address unless explicitly stated otherwise.
• Wagering requirements must be completed within the time window specified in the promotion terms. Failure to complete wagering within the stated period will result in forfeiture of the bonus and any associated winnings.
• phlar reserves the right to withdraw any bonus offer from any player at any time if it has reasonable grounds to suspect abuse, exploitation, or fraudulent activity.
• Winnings derived from bonus funds that have not yet met wagering requirements cannot be withdrawn and will be voided if a withdrawal is attempted prematurely.

The following conduct is strictly prohibited on the phlar Platform. Engaging in any prohibited conduct may result in immediate Account suspension, permanent closure, forfeiture of all balances, and where applicable, reporting to Philippine law enforcement or regulatory authorities:

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform solely for your personal, non-commercial entertainment purposes. This licence does not permit you to: copy, reproduce, distribute, modify, create derivative works from, publicly display, scrape, or commercially exploit any part of the phlar Platform without prior written consent from phlar.

Any unauthorised use of phlar's intellectual property constitutes a material breach of these Terms and may give rise to civil or criminal liability under Philippine intellectual property law.

To the fullest extent permitted by applicable Philippine law, phlar's total liability to you in connection with the Platform and these Terms — whether in contract, tort, negligence, or otherwise — shall not exceed the total net deposits made by you to your phlar Account in the thirty (30) days immediately preceding the event giving rise to the claim.

phlar shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including without limitation loss of profits, loss of data, loss of goodwill, or service interruption, even if phlar has been advised of the possibility of such damages. This includes but is not limited to:

• Interruption or unavailability of the Platform due to scheduled or unscheduled maintenance.
• Loss of session data or game progress due to technical failures on the user's device or internet connection.
• Delays in payment processing attributable to third-party payment providers such as GCash, PayMaya, BPI, BDO, or Metrobank.
• Any tax obligations arising from your winnings under Philippine tax law.

Nothing in these Terms shall limit phlar's liability for fraud, gross negligence, or any liability that cannot be excluded under mandatory Philippine law.

Your use of the phlar Platform is also governed by phlar's Privacy Policy, available at phlar.net/privacy-policy. The Privacy Policy sets out in detail how phlar collects, uses, stores, and protects your Personal Data in accordance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173) and the regulations issued by the National Privacy Commission.

By accepting these Terms, you also acknowledge and accept the phlar Privacy Policy. If you do not agree with how phlar handles your Personal Data, you should not register an Account or use the Platform.

phlar is committed to promoting responsible gaming practices. These Terms and any dispute or claim arising out of or in connection with them — including non-contractual disputes or claims — shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.

In the event of a dispute between you and phlar, you agree to first attempt to resolve the matter informally by contacting phlar's support team at [email protected]. phlar will endeavour to respond to and resolve all disputes within ten (10) business days of receipt.

If a dispute cannot be resolved informally, both parties agree to submit to the exclusive jurisdiction of the competent courts of the Philippines. You agree not to bring any class action, collective action, or representative proceeding against phlar in connection with the Platform or these Terms.
